Johannesburg rescue services spokesperson Synock Matabakho said the fire brigade was faced with a challenge when no water came from the single hydrant at the office park.

A construction worker who was repairing the roof said he saw a smoke cloud billowing from the side of the building.

The fire started on the top floor of a building which houses several businesses including FNB‚ Forum One B Seta and the SA Blood Association. He suspects it was caused by a short circuit.

The witness said the City of Johannesburg's fire department arrived 10 to 15 minutes after it started and cars parked in the basement were later retrieved by employees after it was deemed safe enough to do so. Isaac Mangena‚ spokesman for Oxfam SA said their building was in the same office park as the one that caught alight. "We don't want to put lives in danger by sending them to top floor and they end up falling to the ground floor".

A woman was treated for smoke inhalation.

Police are investigating a possible case of arson.

Investigators are still trying to determine the cause of a blaze that resulted in scores of people being evacuated from a Braamfontein office block on Tuesday.
