Inspector Joel Lamb, Southland Area Commander, says the extent of the fire means a search of the vehicle for occupants has not yet been possible.

The road is closed in both directions while investigators examine the scene well into the evening.

Everyone on the bus managed to escape with minor injuries before both vehicles went up in flames.

Other passengers have been picked up by other buses that were nearby, he said.

The tourists onboard were from Korea.

Explorer Tourlines owner Stephen Cook, of Christchurch, said the crash involved one of his buses. Cook was unable to comment on what caused the crash. As it develops we will know what happens, but we don't actually know what happened.

The road is now partially open and efforts were being made to fully reopen the road after the vehicles in the crash have been recovered.
